Thats a good question. Anyone that lives in it….?

Do you think it’s a good idea that anyone who can decide on how to spend it can open it and take the money?

Yes. It’s a really positive thing. Because if your idea can get enough people to agree on how to spend it, then they should get it. The challenge is knowing who deserves it. I am hopeful it will be spent on the whole community.
